France did the same thing


French workers can take partial unemployment benefits, managed thru their employer. The government subsidizes it, which avoids companies having to lay off staff. The way the U.S. does this is utter nonsense, forcing individuals to apply for unemployment benefits on their own. Massively disorganized and inefficient.
